How did President Roosevelt get around the Neutrality Acts after Japan invaded China in 1937

    trying to persuade congress to add money and carry supplies to the acts, withdrew the naval ships to American arms merchants making way for the transportation of arms to China on Britain ships disregarded Soviet efforts to smuggle arms made by America into China.
