Asking whether America started the Civil War is a bit of an odd question. Though, the southern states seceded from the United States, they were known as the "Confederate States of America", which technically meant that they were still associated with the United States. The Union tried to prevent the southern states from seceding. The main reason for the Civil War, contrary to popular belief, was not because of the slave factor. I fact, the Union had a plentiful amount of slaves. But back to the question. The Union didn't like that the south states were seceding because of the cotton trade, most of the Union's cotton came from the south, which didn't benefit the North by any means. There were high tensions between the north and south during this time. Confederate soldiers initiated the war when they ambushed soldiers at Fort Sumter.
