    Nikolai Novikov claimed that initially the United States planned to enter the war only at the end, when they could wind because the enemy was tired. Nikolov was the Soviet ambassador to the United States. In a telegram to the Soviet leadership in 1946, he claimed that the United States was intent on asserting its military and economic dominance over the rest of the world.

    He said that in its pre-war planning, the United States would enter World War II "only at the last moment when it might be able to influence its outcome without great effort, completely securing its own interests." Though the realities of when to enter the war did not align with "all the expectations of the American imperialists" (in his words), Novikov claimed that the United States' overall planning and policy was to set itself up to control the postwar world.

    The continuation of US military presence in Europe and Asia after the war was, in Novikov's view, "intended only to prepare conditions to win world domination in a new war being planned by the most warlike circles of American imperialism."
