How would you describe America's reaction to the Kristallnacht pogrom?

I would say the were probaly overprotective of the Kristallnact program because the constraints prevented masses of German Jews from seeking safety in America.

But at the same time, FDR announced that liberalization of America's tight immigration quotas was "not in contemplation."
