After Napoleon's defeat in 1814 leaders of many nations tried to draw up a peace plan for Europe. Metternich was the Austrian foreign minister who sharped the peace conditions at the Congress of Vienna in 1815. After that Congress kings and princes reclaimed their thrones. Metternich wanted to make sure that France would not attack another country again. France lost the lands in Spain, Italy and Netherlands. Countries that Napoleon had had controlled became independent states.
