    The Monroe Doctrine is the best known U. S policy toward the Western Hemisphere. Buried in a routine annual message delivered to Congress by President James Monroe in December 1823, the doctrine warns European nations that the Untied States would not tolerate further colonization or puppet monarchs

    The Monroe Doctrine vowed to keep the United States out of European internal affairs and wars.

    The political systems of the European powers were alien to the United States and any attempt to export it to the Americas would be considered dangerous to American interests

    Presidents throughout history have invoked the doctrine when intervening with foreign affairs.
