E. Prominent ex-Confederates and pre-Civil War elite came into power.

In addition to Andrew Johnson's weak Reconstruction plan, he pardoned many Confederates army officers, former government officials, and plantation owner. Because of this, the Southern was dominated with pro-slavery officials that forced the blacks to be subjugated once again to the whites.
