The Proclamation was limited in many ways. It applied only to states that seceded from the United States, leaving slavery untouched in the border areas.

The proclamation did not compensate the slaves' owners and did not outlaw slavery as such. It did not grant citizenship to ex-slaves (called now freedmen) either. It also announced the acceptance of black men into the Union Army and Navy.
