In 1938, a group of Franklin D. Roosevelt's social scientists stated that the nation's number one economic problem was "the South".

During this time, the country, as a whole was still fighting to escape the woes of the Great Depression. This fight was felt the sharpest in the South where economically it was still recovering from the effects of the Civil War loss and reconstruction after the loss of slavery.
