    The constitutional principles of limited government in popular sovereignty apply to federal, state and local governments.

    All the levels of government have limits on their functions. For instance, Congress is limited in terms of the laws they can make. Congress cannot make a law that violate an individual's freedoms such as freedom of speach, of press, of religion and the like. Along with this, popular sovereignty is used at all levels of the government.

    Popular sovereignty refers to the concept of majority rule which means that the person with the majority of votes wins the elections.
