The word constituent can mean being part of a whole, like the example:

Ex: "Salt is one of the constituent minerals of water."

Or it can also mean being able to vote and decide things inside a community or population.

Ex: "The constituent board is now on meeting discussing this matter."

And it can also be an synonym of the words "voter" and "elector".

Ex: "The politicians must attend the constituents needs."

In politics, a constituent is an individual voter in an electoral process, that forms part of a voting district. It can also make reference to an assembly with the power and mission of creating and regulating a constitution for a nation or state.
