    A) True, citizens in the Italian city-states felt more loyal to their own governments than they did to the country of Italy. This was due to the fact that some city-states consisted of islands who were geographically isolated from mainland Italy and city-states were very internally concentrated, Italy had little autonomy over it's city-states.
