Mr. Omura is a character from the movie, the Last Samurai. The movie was based on the story of Meiji Restoration in the 19th century, or the restoration of the power of the Meiji Emperor.

In the movie, Mr. Omura is a Japanese businessman who intends to use the Imperial Japanese Army to suppress a samurai-headed rebellion against the new emperor of Japan.

He is a key character in the movie because when the inexperienced Emperor became his puppet, he orders the arrest and killing of Katsumoto, the leader of the Samurai.

This has led to the battle between the Imperial Army and the Samurai.
