During the time when the Articles of Confederation were the law, why was the federal government underfunded? The Articles were intended to serve states' needs. The Articles gave no authority to the federal government. The Articles has no followers in three of the 13 states. The Articles allowed each state to amend the Confederation in any way.

    Powers were given to the central government and were very limited. The Confederation Congress had the authority to exchange embassitors, make treatments with other countries governments, make peace with Indian tribes, declare war, and barrow money to make peace between states.
