    Explanation:

    Nixon's resignation from the presidency came as a result of the Watergate scandal. Nixon's participation in covering up this scandal and his attempts to stop the Supreme Court from hearing his recorded conversations left him with a tainted legacy. When he resigned, Vice President Gerald R. Ford took over.

    Ford felt that the drama of Watergate was a distraction to American progress. This is why he pardoned Nixon shortly after becoming president. Instead of focusing on this scandal, he wanted America to move forward and focus on the future.
