What compromise did the Federalists make in order to ensure ratification in Virginia and New York?

    In order to ensure ratification of the Constitution in Virginia and New York, the Federalists allowed there to be a "Bill of Rights" in the Constitution that ensured that the new government would not impeded people's liberties, such as the freedom of speech.
