Having the right to bear arms and a constant standing army are meant to ensure safety and protection against enemies. Individuals may arm themselves in case another person/group tries to use violence against them. This also allows individuals to protect themselves against a tyrannical government.

As far as a standing army, this allows a country to be ready for conflict at any given time. Throughout world history, there have been numerous conflicts that result in wars in which a military is a necessary to protect civilians. Failure to have a standing army could result in a country being taken over by another country.

Even though this concept has been around for centuries, it is still extremely relevant today.
