    Emperor Justinian reconquered many former territories of the Western Roman Empire, including Italy, Dalmatia, Africa and southern Hispania.

    Among the choices given, (1) and (3) are correct. It is true that the reconquest and building programs emptied the treasury, which in effect weakened the Empire. The Byzantine Empire was also indeed able to conquer parts of North Africa and reconquer terrorities of the old Western Roman Empire. He never conquered Mongolia, China and territories in the old Eastern Persian Empire, however, nor did the enlargement of the empire reach twice its original size.
