This was proposed that a state should be represented according to their "Quotas of contribution, or to the number of free inhabitant" during the Constitutional Convention of 1787. Large states would have more influence or votes than smaller states.

    It began as an amendment to the Articles of Confederation, stating that the changes will work better for the national government. This proposal was also known as the 'Virginia Plan' and it was shown on May 29th, 1787. The were several resolutions that consisted of applying a series of changes in the Articles and they were suggested by James Madison and presented in the convention by the governor of Virginia, Edmund Randolph.
