Although the Constitution does not explicitly give Congress the right to enact a military draft, which clause in the Constitution allows Congress to do so?

    Straightforward reading the 13th amendment it seems like a violation but the justices said that military service did not constitute "involuntary servitude" in article 1, section 8, paragraph 12: to raise and support armies
