Why are governmental services more expensive in cities compared to other areas?

There are a lot of reasons w hy governmental services are more expensive in cities compared to other areas. The main reason is spending on services to support roads and traffic. Then hospitals and public services. There are a lot of services that should be paid comparing to other areas.
