In China, the Communist Party controls the government. The legislature is the National People's Congress, whose members are chosen by the local congresses of provinces-usually as recommended by the Communist Party. The executive head of state is the president, who has little power, while the head of government is the premier. Neither position is elected. The premier is often considered the most powerful leader in China, though he or she is influenced by official Communist Party positions.
