    Both Theodore Roosevelt and Woodrow Wilson were progressive presidents in their own time. Although Woodrow Wilson was a bit more progressive, sympathizing more with Union workers and the rights of African Americans, for example, both agreed that big business had to be kept in check for the good of the United States.
