What fledging technology was ignored prior to the attack on pearly harbor? Why was it ignored?

Radar and its use to detect the incoming Japanese planes were ignored prior to the attack on Pearl Harbor. It was ignored because it was relatively new and untried as well has known to have glitches in the systems.
