How did congressman davis and senator wade respond when president lincoln refused to sign their bill in 1864?

    Congress man Davis and Senator Wade accused president Lincoln of abusing his power when he refused to sign their bill. Lincoln did not sign the bill because his own plan of reconstruction [ nurturing loyal state government]s was different from the propositions in Wade's bill.
