It is the Triple Alliance with Austria-Hungary and Italy. It serves as a defensive alliance for the three as they were encircled by powerful nations like France and Russia who was likely to start a war to the three nations in the alliance. It also serves a good defensive position for Germany because it would focus the scope of the fronts of Germany into two - Western Front and the Eastern Front and adding valuable allies if Germany is being invaded. Also in order to avoid a two-front battlefield Bismark and Russia signed secretly the Reinsurance Treaty. The country will remain neutral if the other one is in war with a third great power and if Germany versus France or Russia versus Austria-Hungary Empire. Also Great Britain and Germany had an understanding in foreign policy or the British called it Splendid Isolation Foreign Policy. It is a way to maintain a balance of power in Europe by the British and if it is upset it will be the time for intervention to restore the balance.
