The correct answer for the question that is being presented above is this one: "David felt he need to mobilize." After seceding, he would have been quite happy without a war, if Lincoln had granted official recognition to the Confederacy. When Lincoln declared that he would defend Fort and then called for new volunteer troops, Davis felt he had to mobilize.
