Reformers of victim rights movement demanded for the modification in the law and necessitated to incorporate a new clause guaranteeing explicit rights to the victims of crime.

The twenty sixth amendment of the federal constitution stated that victims of crime had basic rights to be informed and to be at all crucial stages of the central and states judicial procedures.

Courts failed to recognize that even victims had their legitimate interests and this led to victim rights movement.
