NIMS - National Incident Management System, establishes a standardized approach to resource management before, during and after the incident. During the incident, set the right resources, the right place and time can be a matter of life and death. Prior to the incident, resources are inventoried and categorized by kind and type. Procedures in resource management planning include the use of all available resources, at all levels of government, non-governmental organizations and the private sector. Managers also need to plan the demobilization process at the same time as the resource mobilization process begins. Early demobilization planning facilitates responsibility and makes logistic resource management as efficient as possible.

The answer would be: managers plan and prepare the demobilization process at the same time as they begin to mobilize resources.
