The 16th and 17th amendments were amendments passed against political machines.

16th - Income Tax, where the more you get paid, the more tax you pay. This is important because of the wealthy big businessmen don't get to control all of the wealth of the city.

17th - Direct Voting, Voters could directly vote so political machines can't control the votes by casting votes for other people.
