    Executive agreements are treaties negotiated by the US President with foreign countries or designed through an act of Congress. The President cannot reach agreements on issues that are beyong his constitutional powers.

    In any, since 1982, due to the enactment of the Case Act, the president is required to notify the Congress about any executive agreement he might be preparing. Therefore, Congress celebrates a voting to decide about it, and it has the power to cancel the agreement or to refuse to fund its costs.
