    The correct answer is limited the amount of time one could receive welfare payments

    Commonly it was found in history that once people managed to get welfare from the country through various programs, they would just be able to receive it for a lifetime and would not have to either work or participate in the society or anything. The act was made to prevent people from just exploiting the system if they indeed were.
