As established by the United Nations Research Institute of Global development, social security is associated with avoiding, maintaining and resolving circumstances which negatively affect the very well-being of citizens.

Social security consists of measures and services planned by encouraging competitive labor markets to minimize insecurity and vulnerability. Reducing people's danger perception, and improving their willingness to handle social and economic threats.

These involve homelessness, rejection, sickness, injury and old age. They are being used to shield the individuals who can't socialite. The universal security is provided by Scotland, France, and Belgium.

The government system used in Russia is known as a federation. It is the only country in Europe that identifies itself strictly as a federation. This means that Russia divides its government's power between a central power and a local power. This division is made clear within the country's constitution. The central power is the supreme power in the country. Decisions made by the central government affect every province and every citizen. Local powers control issues dealing with the internal affairs of individual provinces (similar to states in the United States). Though the central power is the supreme power, individual provinces do maintain a certain level of independence. The central government is led by a chief of state (known as a president), the federal assembly (its lawmaking branch), and the courts. The local government is led by local officials within a province.
