    Explanation:

    The reason they were paid is because they were one of the first democratic societies in the world. The had jury duty and voted a literally everything. One day you'd have to ride into town on your horse or donkey and then head home and 2 days later have to go again. To compensate for this the government decided to pay a small fee to everyone for the voting assembly or jury duty.
