    This was opposed by President Johnson and most democrats. The fourteenth amendment of US constitution stated that all individuals have equal rights in the society including slaves of the previous war.

    Johnson did not permit this amendment in order to protect the rights of the African Americans.

    The fourteenth amendment and civil rights act were barred by President Andrew Johnson. He did not support this alteration as it failed to include the representatives if the southern states.
