Adolf Hitler broke almost all the terms of the treaty of Versailles signed in 1919 after world war I. Hitler raised to power in the 1930s so there were little connection between the Nazis and the treaty of Versailles and this treaty did not make jumping to World War II inevitable.

Also the allied powers refused to recognize the new Bolshevik government and did not invite Russia to the peace conference and also excluded the defeated central powers such as: Germany; Austria - Hungary, Turkey and Bulgaria.

After the treaty of Versailles, a Nazi - Soviet pact was signed in Moscow in 1939 and remained in force for almost two years ending when the Germans launched an attack on the soviet positions in eastern Poland in 1940.

So making a pact with Russia at the time was not a term of the Treaty of Versailles that could be broken.

The first three options did in fact happen, however a peacetime draft was not against any rules. So the best answer would be D. He ordered a peace time draft
