    The correct answer is Though the case did not change the judicial system, the court did note that minority voting power is diluted in countywide elections and that it is an issue that must be addressed in the future.

    Technically, they decided that there was nothing that they could do and that they couldn't be bothered, but that it should be solved by someone at sometime in the future, moving the jurisdiction to someone else.
