    Explanation:

    In January 24, 1978, former president of the U. S. Jimmy Carter signed an Executive Order known as Executive Order 12036, under which the United States Intelligence was reformed and its power restricted. The Executive Order also meant forbidding any kind of connection betwen the United States and assassinations. This was a measure implemented in order to reinforce and give more power to Executive Order 11905.
