Before 1890 lynching was a tool used to enforce the law on any particular racial group. However after 1890, lynching became a racialized tool used against blacks due to suppressed economic times. This is most reflected in the correlation between lynching rates and debt collection deadlines. Thus lynching post-1890 was reserved for blacks as a new symbol of Jim crow justice and ideology. Shifting majority of lynching away from other races and onto black peoples specifically.
