Each country and states holds the number of policies to run the whole system, and it sometimes may go in all negative for the immigrants or the people who go to different states. As most of them increase the value of the different institutions.

While, some times the different institutions inside the state may some time take precautions for its citizen's sake and to make it sure that there are enough steps taken to develop a more safe region for the individuals to live in the state. The situations faced by Japanese immigrants inside the US was much worse if we look back into the era of World war II. As the system wanted to develop a more secure place for all the citizens after the Japaneses air force attacked the "Pearl Harbor" in the United States. Because, after the attack the government and all the state departments wanted to avoid any mishaps. The government of United states wanted a more secure states by identifying each Japanese inside the US, by placing them under a special procedure for evaluating the whole situations of the immigrants and giving more information about there activities inside the state. As, there are some individuals inside the region or state in which the individuals are living inside the region. Now, as we know that there are some people inside the states who are some times involved in the different anti states activities which was the main concern for the government of the United States at that time.
