The Thomas Pinckney's with Spain, which is also known as San Lorenzo's Treaty, in 1795 set territorial arguments between Spain and America. It arranged these last ones the right to free navigation of the Mississippi River and duty-free passage through the port of New Orleans, by then under control of Spain. With this explained, we can see that the first part of the sentence is correct but the second one not, so we decide to set as False the whole sentence.
