    President Abraham Lincoln issued the Emancipation Proclamation, whilst the third year of the bloody civil war was ongoing. The proclamation stated "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free." This allowed the Thirteenth Amendment to come along as well.

    Explanation:

    Abraham Lincoln did this statement in the emancipation proclamation, however, it only applied for the states that had seceded from the United States, because the states under the United states rules were not included in that statement. Also, it didn't apply for the states that were former south fighters but that gave up and left the war to accept the United States rules and laws. And Furthermore, it only applied if the Northerners managed to achieve victory.
