What must happen in Congress before a bill can reach the president's desk? One chamber of Congress has to vote to pass the bill. A committee in each chamber of Congress has to approve the bill. Both chambers of Congress have to resolve any concerns and vote for the bill. Both chambers of Congress have to send the bill to the Supreme Court to check legal issues.
