What describes a major difference between state and federal levels?

    State levels have the ability to alter smaller changes within their states. These changes may be about the legal age to drink alcohol or purchase cigarettes. They may also set the highest speed limit allowed within the state. In the federal levels, however, bigger issues are debated upon. In the federal level they may choose with department gets what funding, the law regarding marriage, and the national lowest drinking age. While there is no 'national drinking age limit', it was required that each state have the minimum drinking age changed from 18 to 21 or the federal level would no longer fund the state highway repairs.
