What might the navy have done differently to minimize damage from the attack on pearl harbor?

    It would've been prevented if the U. S had watched closely to the Pacific Ocean, however it would've been less damage if they were prepared for the strike. Yet, they had a radar system and the machine was newly invented. The machine read incoming fleets but it wasn't accurate til the last minute.
