The Northwest Ordinance of 1787 did not discount land for veterans of the revolution. This Ordinance outlawed slavery from the lands of the Northwest Territory. It also guaranteed freedom of religion and other civil liberties such as decent treatment provided to Indians and education. It also granted new states equal status than older ones. Moreover, it set up a system of government that outlined how the territories could become states.
