The 14th Amendment were implemented during the Reconstruction Era. This Amendment was applicable to all those who were treated with discrimination, mainly the non-whites. Once this was implemented, civil rights laws were same for all.

14th Amendment was passed after civil war. This amendment fully abolished slavery in the US. In addition, it also guaranteed protection of rights of those slaves who were set free after this amendment.

It' impact was far more than this. It redefined citizenship and prevented states from restricting the basic rights of any person or citizen.
