    Lyndon Johnson, the president of the United States at the time this act was being debated on in the Senate, had his former colleague and Republican minority leader Everitt Dirksen support the use of a cloture, which is used to restrict or stop all debate on a bill and require a vote on it, to end the filibuster, or constant debate on a bill
