The emperor who established the Edict of Milan in 313 was Constantine. He was a Roman emperor who declared that Christians were welcome in his empire, even though it was mostly Roman religion at the time. However, when he signed this Edict, he changed the course of his empire towards a better future for religious acceptance, which was why he was praised as a great emperor.
