Gorbachev took control of the Soviet Union in the 1980s and declared that the future of the Soviet Union depended on important reforms and installed two important policies. One called for economic reform, Perestroika, and the other for political reform, Glasnost. Because these policies provided rights to people of the Soviet Union, US President Reagon resumed diplomatic relations with the nation. This also led to open discussions on nuclear arms control which resulted in the Nuclear Forces Treaty of 1987, reducing existing weapons.
